Poison Vial is a potion that can be created using the Alchemy skill. Unlike most other offensive alchemical creations which are meant to be thrown directly at foes, the Poison Vial primarily functions as a buffing enhancement to the player's other weapons. Possession of a Poison Vial in the player character's inventory may also reveal additional, highly contextual options during some dialogues (usually relating to sabotage, assassination, etc).
